Borlabs Cache saves its cached files into /wp-content/cache/borlabs-cache/. Please ensure that in /wp-content/ and /wp-content/cache/ there is no .htaccess file with a Deny from all rule, that could prevent a browser to load CSS or JavaScript files from there.
